The temp went back down to 47° and the core voltage stayed at 0.88-0.98 volts. So I switched back to the regular 'Balanced' power plan and noticed the idle frequency go down to 2.2-2.7 GHz. I also saw that the CPU was boosting to 4.0-4.1 GHz for no reason. This is with 2-5% CPU usage as reported by Task Manager. I checked the Vcore voltage with CPU-Z (the proper way) and noticed it was a ridiculous 1.38-1.40 volts. I switched to the Ryzen Balanced one and immediately noticed my CPU's temperature go from 47° C to 55° C. Ryzen Balanced, Power Saving, and High Performance. I saw that there were 3 new power plans available on the Windows control panel. I recently installed my new AMD R5 3600 processor and installed the B450 chipset driver from AMD's website. There is no drop in performance under load, yet you benefit from lower idle voltages and temperature. TL DR: The AMD Ryzen power plans that come with the chipset driver are inefficient when the CPU is idle.
